Jutsu Prerequisites: 25 hand seals
Description: After having done the necessary hand seals, the user places their palms on the desired target for a extended period, eventually causing a seal to formulate on the touched spot. The seal has no expiration, and with it in place the user has control over a limiter placed on the target. This limiter completely limits the targets overall physical capabilities, including their speed, endurance, chakra, stamina, etc. The user can modify the limiter to make that person as strong as they please as long as the seal remains - with the amount of power typically being measured in percentages of 0-100.
